Are there screw holes on the bottom for mounting in cases that don't have side rail mounting points?

I can't answer that. My VANTEC rack is mounted in a SHUTTLe chassis and I can no longer remove the covers except in an emergency.

If using a 7mm thick drive is there anything stopping it from moveing around in the space large enough for a 9mm drive? I need to mount the rack on its side in my system.

I am not certain there is anything specific to prevent movement. The drive fits into the back ports snuggly, so it's not going anywhere. Plus if you're using SSDs there shouldn't be any movement occurring.
