Hi, I am looking to use this for my old Dell Inspiron 530 Desktop PC, for some light old video gaming and such. Will it work?

Short answer:  it "probably" will work.

Long Answer:
There are a lot of factors.

From Dell website, it looks like the power supply is 250 W, so that should be good.

From Dell website, it looks like you have PCIe x16 slot.
From Manufacturer's website, the card wants PCIe 2.1 x16.
I believe that the card should work in the slot.... probably will revert to PCIe 1.0 operation.

From card manufacturer's website, XP, Vista, Windows 7, Windows 8 operating systems are all supported.  That is good.

Is there room in the case?   I don't know.
Will the card fit?  I don't know.
Will case cooling be an issue?  I don't know.

So, I would guess that the probability of this card working with your system is probably greater than 90%.

In the HP Pavillion Slimline s3700y, in which I am looking to upgrade a little, it has a limited power supply. I am not sure the stock wattage, but I was wondering if this is compatible with the stock power supply?

  Yes it will , one monitor will have to use the Blue VGA connector the other the white digital connector. Plus you might need a program to run dual monitors ,if you already do not have one.

I have a Dell Optiplex GX620 small form factor model and am getting an error regarding an "add-in video card" when plugging into my monitors (newer Samsung and LG). This item will not fit into a small form factor case as it does not include the small silver bracket.

Not sure, I have it on Windows 7. You might want to check the official website and see if they have drivers for Windows 10.

Is this a good upgrade for a Dell Inspiron 531S? It's a 250 w power supply. I'm not gaming just browsing and watching movies. The resolution on a new monitor I bought is not what I would like it to be.

1)  The power supply is adequate.
2)  Your motherboard advertises

Integrated video (DirectX 9.0 Shader Model 3.0 Graphics
  Processing Unit) or optional
  PCI Express x16 graphics car

The card is PCI Express 2.0 x16

I think the card will work but with reduced bandwidth.

3)  Don't know how much room is in your case.
4)  Don't know about the case cooling capacity.
5)  Not sure about operating system support for the card.

So, best guess is I THINK it will work.
