does this include the audio & optical cables, etc. that come with a brand new one?

Mine came with both an optical cable and a mini 3.5mm to RCA jacks cable. I connected with the optical cable and the soundbar is far superior to the internal speakers of the 55" 2018 Samsung LED 4k TV. The downside of the optical cable is the TV remote will not adjust the soundbar's volume thus requiring the use of the soundbar remote.

Does this have outlets (I E ,optical , hdmi, audio) to plug into the tv in case the tv or device doesn’t have blue tooth capabilities?

Yes. It has standard analog audio cable connections as well as an optical connection. Icomes with cable for both. I use the bluetooth to connect my phone. I suppose it could also be used to connect your laptop or any other bluetooth device if needed. The connections are simple and it comes with it's own remote.

Can this be used for computer speakers?

It has both Bluetooth and a 2.5mm input jack, so yes. I haven't used it that way, but if you have the space, it should suffice.

I haven't tried it. The quick guide shows it supports MP3 players. You can always contact VIZIO product support and they should be able to give you more details.

Looks are deceiving, my  first unit would not power up.  Sent it back. 
Got a replacement and this one is not producing sound with the optical input.  Not Happy! 
The blue tooth works good but my tv is not a blue tooth unit. :(

The mounting brackets are not super strong. I have mine on a slight incline and the vibration from the bass actually walked one side out of the bracket.

Vizio, in its spec sheet, only states that it is Bluetooth. In that this is an older model, I'd guess that it's far more likely that this is 5.0. According to a recent article in auslogics, for this soundbar application, it really makes little difference, 5.0 or 5.1.
