I saw in the answers below that this doesn't come with its own power cord or adapter. Is there one I could buy, or does this work fine with my laptop plugged in to a power source while using it?

The Wavlink USB C Docking Station supports charging up to 100W (Maximum 85W to laptop and 15W to other ports), allowing you to charge up your laptop at high speed while retaining full function of the hub’s other ports. However, an additional charger is needed, as it is not included in the package.

Does this device use DisplayLink drivers to achieve video over USB-C in Windows?

DisplayPort Alt Mode, which is supported by most new-enough high-end laptops (including MS Surface Laptop 4) to do high-speed video via USB-C.

Does this plug into the wall and provide power to the laptop like a true docking station, or is it more a hub of outputs only?

This device doesn’t include the power adapter, it is bus power. But you can plug your computer power adapter into this device and charge your laptop. 
Or you can choose this product #: 9SIA6PFDD52884, this product can charge your computer directly with its own power adapter.

Can this be used with a laptop that does not have any USB C ports with a USB C to USB A adapter?

Mine does not acknowledge my ipads nor iphone, on adapter, which was my original purpose.
