Does it work with USB-C computers (non thunderbolt)?

No it does not.  The manufacturer specifies that the enclosure will only work with a Thunderbolt 3 connection, and this does seem to be the case.  i connected the drive to a USB-c port on my computer to confirm this, and it was not recognized.  There are a number of very good usb-c gen 2 enclosures for M.2 NVME drives.  The transfer rates are close to 10Gbps. I would recommend one of those.

Does this support Gen 4 NVMe SSD M.2 Drives? Or will it cap the speed at Gen 3 speeds?

As far as i can tell, it does not work as you describe.  I purchased the enclosure for use with a Mac that has a Thunderbolt 3 port.  I tried connecting the Wavelink to a Thunderbolt 2 MacBook Air, using the apple adapter, and the drive was not recognized.  I also tested a different Thunderbolt 3 enclosure, with the same result.  I have seem comments that the adapter is bidirectional, but my experience suggests that it only works to connect Thunderbolt 1 and 2 drives to a Thunderbolt 3 port on newer Macintoshes.  You might want to check with Apple whether the adapter can work the way you plan to use it.

Yes. It is just another PCI device on the Thunderbolt bus. Works fine with any modern kernel.

Yes, I was using Ubuntu 18.04 in Dell XPS, works perfect with this drive.
