Yes. Webroot products work well with Windows 10. In my opinion Webroot is both effective and does not slow down your system. Highly recommend for use with Windows 10, Windows 8.1 or Windows 7.

Does the subscription period start at download or installation?

The subscription for all 3 devices starts the first time you enter the key during an install.

can I download to cell phone?

I'm not sure, but if you want to put it on your phone, you can download it from the the play store if you have a Android phone. I currently have it on my Samsung Note 4 and it works great. I don't know if you can put it on a Apple product. This is the best I can do, hope this helps somewhat.

Where can I find the the install code number?

Check your emal, newegg sent you a code to activate software.
