does this product boost signals if you are normally out of range (rural area, etc) or only if you cannot get signal inside due to interference?

It was a total waste of money. It made no difference in my signal in my house I even had the antenna 25 feet above the ground. I bought it because I have a poured concrete house and a signal outside. But very little inside except by one window. Made no difference.
