How many watt's should the power supply be?

This card need about 80-85 watts. So without knowing your exact system setup I can't say exactly what size you need but if you have a fairly basic setup (ie 2 hard drives, an average CPU, and a DVD rom drive) a 450watt power supply should be more than adiquit.

does this have GPU drivers  with Vulkan-1.dill files ?

Well, it works with Doom so, yes.  Vulkan is listed in the site along with DirectX12.
It does state clearly that it does not work with Vulkan on Windows 7.  You need to have Win10.
Look at AMD's site for more info on it.

will this work with windows 8.1?

I don't know as I still  use Win7, but the card is already a few years old and Radeon drivers for this card should work with any version of Win. BTW, you're better off upgrading to WIn10, should still be a few free upgrades around on the web

Is this crossfire compatible?

yes, but you will have minimal gains.. I would buy a single rx580 or gtx1060 6gb card as they will run cooler as a single card than two rx560's would, plus when you're running crossfire only one gpu's memory is accessed so you're still limited to 4gb of video memory.

You would be better off selling the 560 for what you can get out of it and getting the rx570 or 580 8gb models or the gtx1060 6gb model..

In the specifications, this card is listed as using DDR5 memory. How can that even be correct? as far as I've heard, JEDEC hasn't even finalized the specifications yet, let alone that it would show up on a low-end consumer card like this. Is this an error?
