Can this be mounted upside down?

Bought 3 of these... Only one is still working.  All used outdoors in Ohio so there is snow, rain etc.  setup was ok, but I don't think these cameras are "made to last".

Can I use an NVR with a monitor using vga cable to see the live footage??

Yes, but I suggest purchasing Blue Iris.  Very flexible software for video recording and viewing real-time as well as the recordings.

Where is the video stored?  Computer, dvr, sd card?

On your computer hard drive. You decide how much data to keep , i.e. 1 day, 7 days etc..
