Yes it can but need a Big case with a motherboard that has good spacing on their pci-e  sockets also recommend gpu brackets so the cards don't sag, this card is made for single card solution two will make the top card run pretty hot since it's a overclock built card.

this is probably a dumb question, but can this card play games at 4k while maintaining 60fps. or should I buy the amp edition if it becomes available? Thanks

Depends on the game, the rest of your system specs, and what level of detail you want.  I don't think there's any game it won't play on 4k/60 if you're willing to turn options down.  If you want everything on Ultra, then you'll have issues.

I haven't seen any. A standard block certainly won't fit this card. Maybe ask Zotac if they have any partners making one?
