Yes, this uses an 8-pin connector for power.

Can you turn off the led lights?

Yes you can. I am not aware if there is a hardware switch in order to do so, but what I do is I installed firestorm app where you can OC and other functions. In the section that says Spectra you can change RGB colors, etc. On the top there is a power button. Turn it off and you GPU will turn off the RGB leds.
