is this for a laptop?

No, not directly. It's a 3.5" drive designed for desktop computers. I put one in a Rosewill External SATA enclosure with a USB interface. If you do that you can use it for a desktop or laptop. If you're looking for a replacement for a laptop drive you should be looking at 2.5" devices.

Does this drive come with a SATA cable and screws?

Any time you "OEM" in the description or "Bare Drive" It will NOT come with anything but the drive itself. No screws, cables, or even an information sheet. This drive is an OEM drive and does not come with any cables or screws.

Would you recommend this drive for my DVR and surveillance system?

I think the drive would work great. I just replaced the old hard drive in my desktop system with this WD Green drive. The computer was about 5-6 years old and I wanted to put in a new drive before I had any problems with the old one. Well, after I used the free cloning software (WD includes a free version of Arconis with the purchase of one of their drives, which was a nice perk. It does not have all the features, but all I wanted was a clone so it worked great for me.) I took both drives out of the PC and I couldn't believe the difference. The old drive was hot to the touch and the new WD Green was warm at most. The fact that this drive creates less heat would probably make it a good choice for a DVR / surveillance system because typically those systems  have less air flow than a traditional desktop computer. A. Why do they show this drive without a cover? It has one, right?
B. will this drive work as boot drive for Early 2008 Mac Pro? There seem to be some specific issues with that model.

Sorry, can't help you.  My nephew and husband built our computer from components we ordered from Newegg with a "shopping list" of what two 70-somethings would need to read and answer e-mails and surf the web at "warp speed."   Works great.

Yes and if you want faster HD you can also use SSD (Solid State Drive) as you primary so you have a fast access to the OS. and use WD Green as your second storage.

It doesn't matter if it's fast enough for us, it all depends on what you plan on using the drive for. Since we do not know your intended usage we cannot answer either of your questions. That said, WD's green series drives are focused on low power consumption, and are no where close to the fatesr drives out there. If read/write speeds are very important to you, consider a Blue or Black drive or better yet an SSD. The greens are good inexpensive drives, but I personally wouldn't use them as a primary drive for an OS... again though, it's all about your specific setup and needs.
