Do the hard drives come with an OS already installed?

I am not aware of there being a pre-installed OS on this drive.  I bought one of these drives six months or more back based on years of experience with WD drives.  NewEgg promptly shipped (one of the things I like most about NEgg).  Upon receiving I ran a check on the drive with forensic software.  No bad sectors.  I installed Vista Home Premium on the drive, then Linux Ubuntu Studio as a dual boot drive.  Put drive in wife's laptop.  Booted up and immediately noticed a definite improvement over the original factory drive.  WD much faster, quiter, and seems to run cooler too.
Wife has been running the laptop daily for over six months now, primarily as her main PC on internet where she has a Internet Broadcast music, and she does digital artwork on it.  We have a 1Tb external HD also WD hooked to her laptop. Totally satisfied with the WD Scorpio Black 160 drive and would buy  another from NewEgg in a heartbeat.

does it fit a dell latitude d830 laptop?

Yes. It is a standard 2.5 in laptop hard disk. It will fit into this laptop. Instructions for showing how to change out the drive are readily available on YouTube.  Look for Rob Bickel's channel.

It should. Acer Aspire One ZG5 has a 3.0Gb/s 2.5" SATA HDD, which is the same as this.

What does recertified mean?

I suppose "refurbished" means WD disassembled the drive and checked condition of the plattens, and the read/write pick-up arm and sensor head, then tested on their workbench, although I did not witness them doing this.  I bought one from New Egg and immediately tested it for bad sectors, found zip, nada, none.  Installed in a laptop and noted immediate speed increase over factory original, quieter, cooler.  I am totally satisfied with the product and have had it in service 7/24 since purchased a few months back.  Would I buy another, absolutely.  As of this date NewEgg has given me the best service and deals of any of the other distributors that I no longer purchase from.  Ship fast, product is always as represented.  I've had no problems.  Would I recommend NewEgg, absolutely.  Do I work for NewEgg, nope, just a highly satisfied customer and hope to continue with them, they get all my business.
