Is this the E3 license?

Didn't even know they had E3, E5, etc. versions of Windows OS.

In any case, it's Windows 11 Pro.  Not an Enterprise level license.

Question 2

New build and have to format and partition ssd drive to install. Will I be able to use this cd for that purpose and not get burned on 1 time use? Also have to format and partition a new HDD. Will I be able to do this?

There is a link to download the latest version of Windows from Microsoft. You will need a USB stick that will be erased by the installation assistant you will also need to download. Create the bootable USB stick on another PC running windows 10 or 11.  Install the blank SSD in your new PC and insert the USB stick into a USB slot. Enter the BIOS when you boot (see your user manual) and set your boot device priority so windows boots from the USB stick. At some point during the installation you will be asked for the activation key this is what you are paying for with this purchase. If I downloaded windows 11 pro from another computer to a flash drive and installed it on a new build.  Is this what i would need to activate it to have the full version?

Yes, Windows OEM is intended for pre-installation on a new PC and cannot be transferred to another computer once installed.
