Can I connect Optane memory on this board?

Assuming you are referring to an Intel Optane M.2 SSD, yes you can as long as the socket type is 2280 or one of the other socket types listed.

Does this board support bluetooth?

Bluetooth is not built in to the board. You would need to add an external Bluetooth device. There are plenty of USB ports that could easily accommodate an external Bluetooth adapter.

Will this board overclock the Intel HD graphics?

No only Intel 4th Gen i7 and i5 are capable of over clocking the hd graphics. Article ID: 000006728

I thought micro atx motherboards were measured to be 9.6" x 9.6" or 24.4 x 24.4 ? Why are they making boards that are 9.6" x 8.9' Is it a quality control problem or just making some board cheaper out of let over material to save cost. The outside where you connect the 24 pin power supply is not even supported. no stand off pins below it.

The maximum size of a MicroATX board is 9.6"x9.6" or 244mmx244mm. This board is smaller so it still qualifies as a Micro. My old case did not have all the required holes for this board but that didn't seem to be a problem when plugging everything in.
