Yes, but keep in mind that there are other recommendations for VR. You should have an Intel Core i5 4590 equivalent or higher and at least 8GB of system RAM or higher. And, of course, Windows 7 or later.

All power is pulled directly from the motherboard. No additional cables.

A 520W PSU such as “SeaSonic M12II 520 Bronze EVO Edition 520W ATX12V v2.3 / EPS 12V v2.91 SLI 80 PLUS BRONZE Certified Full Modular Active PFC Power Supply” was sufficient for this card in my pc.

It runs off the motherboard PCIe connector and does not need an external power source.  It's maximum total wattage use under HD 4k rendering demo was 84W, almost the lowest of any card in this class.  Get at nice 650W power supply and you will be fine, 500W cuts it too close.
