You do need the Aura Sync application to customize the colors, but yes it fully customizable in terms of color

Yes, of course it can be watercooled.  EVGA sells an add-on All-in-one (AiO) cooler and EKWB sells a custom waterblock; both are compatible with this card.

Why do these boost clocks lower than the ROG STRIX 1080TI which are like 1708 for the OC card?

it has significantly more CUDA cores. More cores equals more heat which means you can't clock as high. But remember that these clock speeds are not locked. They were chosen by ASUS as the max they would want to clock to given the stock fan speed of the card. The fans can of course spin faster at the expense of more noise but in turn you will run cooler and therefore be able to overclock the card higher.
