Go to PCpartPicker(.)com and enter your mother board details. Once in the mother board details page, you can scroll down to the link "view compatible memory". In the search type in "F3-1600C10D-16GAB" and if it doesn't come up, it isn't compatible.

What do the latency numbers refer to and how can I determine if they will be compatable with my machine?

The safest option is to know the motherboard details and check the manufacturer's website. They usually have all the details including list of approved memory modules (vendor + product codes).

Having said that, I have never faced an issue with latency. As long as the PIN count e.g. 240 and the memory module type e.g. DDR2 or DDR3 matches the version supported by the motherboard, latency should not be a concern. Also, in the BIOS there are settings to change the latency values which I have never had to change in the last 13 years on 4-5 desktop machines I have owned.

For high end servers, it may matter - I have no idea about these.

On a prebuilt? I'm sure it wouldn't damage anything as long as you know what you're doing and as long as it is a desktop prebuilt and not a all in one desktop.
