Question 1

My Phillips Hue always switches on to the same color when I turn it on (and i hate it).  I would like it to turn on to a certain color depending on the time of day.  Will this bulb do that?

There is no way that I know of out of the box to have it set to be a certain color at a certain time of day when you turn it on.  However, you can program it in the app to turn itself on at set times to whatever color and brightens you like.  If you then have it turn itself off and it's default is set to come on to the last on state when you turn it on it would be the color you wanted for that time of day.
I don't have any experience with the Philips Hue lights but they seem like they have a lot more controls.  So there is probably a way to do something with a schedule.  And there is bound to be a way to do what you want with IFTTT.  I like my TP-Link bulb and I wanted something that didn't require a hub so it suites my wants.  The downside is that with no IFTTT capability and only TP-Link's Kasa app, there's a lot of cool things you can almost, but not quite, do.

Will this would outdoors in an area protected from rain?

I'm pretty sure it's rated for indoor use.  However, I do have one of the non-color ones in a protected area outside and it works fine.
A couple of things to consider:
Are you in an area that has temperature extremes?
Does your wi-fi reach where you intend to place the bulb?
Does the fixture have a lot of metal around it that might interfere with the signal?

can you schedule it to change colors over a period of hours?

I purchased the bulb as a gift, so I'm not sure.  I do however have a Phillips Hue bulb; and while I'm not able to program it to change colors over a period of time using Hue app, I could create a series of applets at ifttt,com to accomplish the same.  I hope the response helps, good luck.
