Looking for a current (as of April 2019) motherboard recommendation for a simple budget computer for my parents? No frills, just reliable.

I would suggest you look at the B450 motherboards, Asrock, Gigabyte, or MSI will do just fine. The reason I don't suggest the A320 or B350 mobo's is they will likely need a BIOS update to run the Athlon 200 and the price is very close to the B450 mobo's. I have personally paired the Athlon 200GE with a Asrock B450M Pro4 and it works great!

does it come with a processor fan?

Yes it did.  I'm using it in a NAS  in a closet (which is getting on the warm side in the summer ~90F) And the CPU stays around  50C  So it does the job... :)

Will this processor run WinXP?

Not sure. I have it installed in a media server running Ubuntu 18.04 LTS. XP (had both 32 bit and 64 bit versions) is out of MS support (for some time now) so I am guessing you need to run an old XP program that likes XP or you just prefer XP. It will run Windows 10 also. Either way you could load any virtualization software on top of either Ubuntu or Win 10 and load XP as a guest OS. I like Sun Virtualbox. Clean and easy and I have loaded DOS 6.22 as a guest OS.

What is the minimum PSU wattage I would need for this APU?(I will not be using a discrete GPU)

I am running this chip in a Antec ISK110 case which has a built in 90w power supply.  No problem at all.  could possibly go lower but i chose that case and p.s.

does this come with a cpu cooler?

Per the product description, "Near-Silent CPU Cooler Included". Is it as robust as an after market cooler? Use your common sense; no, of course it is not. How accurate is the description, I cannot answer that. Take it up with AMD, Newegg, etc.

what graphics card does the on chip graphics compare to?

This is incorrect! The 200ges graphics are no where near nvidia gt1030 levels, but closer to radeon 7750. The ryzen 3 2200g is similar to nvidia gt1030 performance

only if you flash a bios that works with these newer CPU's to it. if you have little technical knowledge in this area, I recommend just getting a B450 type motherboard to use with this.

It depends.
It's probably going be even more worth it when it appears for sale like $40-50.
It's probably equivalent or similar to I3-6100/7100/  5-10% slower than G5400 3.7Ghz...
So yeah that's a lot of processor for the money, plus way better integrated graphics

I already seen that it runs Medium/High mix settings 1080P when paired with GTX 1050 Ti or GTX 1060

Also it's not worth jumping from this to any I5 or Ryzen Quad Cores..
so this cpu is great because your next upgrade should be Ryzen 2600/2700 or you go from G5400/I3-8100 to I7-8700...
So yeah the Ryzen route is way cheaper.
