Can you use both M2 slots and all 8 sata ports simultaneously?

No. M2_1 is always available, but you would have to choose between M2_2 and x4 SATA ports. You would still have x8 PCIE2 lanes available or oculink that you could use to add other stuff with the right adapter though.

is this board able to run the higher wattage cpus after the bios update in the 7003 series? like the 7763/7H12 thats 280 watts?
