Does this come with any cables?

No it does not, but it has a standard 8+8 pin power connection so 1 pcie cable with two sets of plugs should suffice. It does NOT have the new 12 pin power connector that is featured on the FE models, so no need for a power adapter.

What's the difference between this model and the DUAL-RTX3070-8G?

This version is overclocked out of the factory. Usually these ones are cherry picked and binned as better overclockers so they might also have better thermals and frequency stability. However, if you get a good non-oc version, you can overclock them yourself too.
