can i use the ASUS Prime Z790P in a new build with an Intel gen 14 CPU without needing to flash the BIOS with an older generation CPU (that I don't have)?

The 14th Gen CPU will work however if the motherboard is at a BIOS < 1205 you're out of luck unless you buy a CPU supported out of the box and flash the BIOS or send the board in for warranty service to have it flashed. The lack of the BIOS Flashback feature in which would allow you to update the BIOS w/o a CPU is the issue which is sad since this is a casual builder board. Personally I feel ASUS should re-release this board with the updated BIOS but that's not likely to happen.

What is the best PSU for this MB?

I went for a Seasonic Gold 750w, however, my cpu is just a 13600k and my gpu is an rtx 2060 which doesn't use that much power, when considering power I always put safety first. A good quality 650w psu might be enough for an i5 but it depends on your needs. The main factor might be the graphics card, the bigger the graphics card, the bigger the psu, the cpu just goes along for the ride in most cases.

I've experienced no issues and I bought it at launch, so far I have been using all the ports at the back of the motherboard and they work perfectly, I haven't tried the front ports yet so I can't speak for those.
