I have a GTX 1070 graphic card, not sure if I can use it on this motherboard. any advice?

Most definitely, most definitely you can. All graphics cards require a single PCIe slot on a motherboard. If you want to get technical, look for PCIe 3.0 "x16" slots, as those gen 3 slots have 16 data lanes and the graphics card won't be bottlenecked by it. Most motherboard's have this exact slot as the first or second slot below the CPU mount. Your 1070 graphics card will work with this motherboard, as well as any other consumer-grade gaming graphics card on the market (RTX, GTX, etc.)

rgb logo off/on? can we turn it off ?

Yes. There is a set of four options in the BIOS that affect the LED's. 
1: All On: All LEDs (Aura and Functional) will be enabled. [Obvious]
2: Stealth Mode: All LEDs (Aura and Functional) will be disabled. [Both the symbol, and the loud collection of words and symbols, will be off.]
3: Aura Only: Aura LEDs will be enabled and functional LEDs will be disabled. [Not sure why, even after testing it, but the top symbol will light up, and the opposite will not.]
4: Aura Off: Aura LEDs will be disabled, however functional LEDs will still be enabled. [At this point, both of them were off.]

So actually, there's two ways to turn them both off, and one way to turn one off. And none of these options has any effect on anything you plug in, only the motherboard itself.

Does this motherboard comes with integrated Bluetooth, or an extra accessory needs to be purchased.?

You need to buy an extra accessory. Asus offers an all in one wi-fi/bluetooth pci card for around $35usd fyi.

Will fit wraith spire cooler from AMD Ryzen 5?

It will.  They are AM4 socket boards.  The mount for that cooler is already on the board.  If it needs to be changed the hardware will come with the cooler.

No, this is AM4 board which is only compatible with the AMD ryzen cpu's. For Intel, you need a 1151 socket set (filter for it in search results). I would still recommend a 400 series motherboard for the 9 series intel. But make sure it's a 1151. I would try searching "1151 motherboard" to give you a great start

Yes, the B450-F got a BIOS update so it can. However, you will need a gen 1 or gen 2 CPU to update the BIOS, as this board does not support USB BIOS Flashback.

If anyone has bought this board over the last few months (Feb 2019 to March 2019) I ask did the board have the proper bios already installed to run the Ryzen 5 2600?

Hello,

This motherboard supports Ryzen 2000 series CPU natively and does not need a BIOS update to support the Ryzen 5 2600.

As a previous customer mentioned, if you wanted to use the Ryzen 5 2600 on a B350 or X370 motherboard, then yes you would need a BIOS update.  Hope this helps!

Is the WD black NVME M-2 ssd  compatible with this board?

The specs say it supports sizes 2242/2260/2280/22110 at pcie3.0 x4 or sata... IDK what wd black nvme SSD you're talking about but unless it's a non standard size or some new gen4 x8 m.2 drive you'll be fine. (BTW everything you need to know to answer this question is in the specs of the products pages look for size, and interface.)
