Question 1

Once in place does this increase the height of the monitor? I have a triple monitor setup. My left monitor is a half inch too low (It's a different monitor then the other two). I'm looking for something to increase its height by 1/2" - 1".

By itself, it probably does not alter the height of the monitor. But I think it could, depending upon how you mount it.

I use this bracket with an adjustable desk-mounted arm stand. The arm can be moved to different heights and angles. There may be other, less-expensive ways to do it.

Basically, if you have a way to attach the back plate of the Quick Release Bracket to something that will adjust or is already higher than your other two monitors, you can set it up to make them match.  If you do not need the quick-release feature, I'd just look for an adjustable monitor stand.

Question 2

Does it tilt or angle?

It does not.  However, being standard VESA size on both sides, it can be mounted to any monitor mount/stand that has tilt and angle abilities.  I have mounted two of these in this fashion and it works great!

Question 3

I have a Dell E-Flat Panel, and Dell does not have their VESA adapter plate in stock.  This looks like it would snap in for use on the Sanus Full Motion arm that I bought.  Will it work?

Hard to say- sounds like the Dell panel requires an adapter, inferrimg the panel doesn't have VESA-spec screw holes.

Do the dimensions of the panel screw holes match VESA spec?

How much room does this leave between the wall and the tv?

I can't say for sure because I am using them as a way to quickly attach and remove from monitor arms. But it is very close. If you were to use these to attach directly to a wall or large flat surface I would say there would be almost no clearance at all. In fact one problem I have with these units is that even when mounting to monitor arms there can be interference if area at the back of the monitor is not flat or is somewhat recessed compared to other areas at the back of the monitor. "Cool" "sculpting" of the back of some monitors can render these mounts un-usable. I have had that problem.
