With 3600 you may or may not need to change the xmp profile in bios. Some initial info that I found says there may be a compatibility issue that you can fix with this bios command. As far as noise, there is no fan on these so other than that how would there be noise? Maybe get a water cooler for your processor and/or video card/s? I have a sick Corsair water cooler unit that I picked up and I hardly hear my pc.

Absolutely!  I'm currently using this exact RAM with another Ryzen 5000-series CPU (Ryzen 9 5950X) and it works great!  Just make sure that you keep all of the RAM in your system to the same timing & speed.
