Can this be mounted into the cord hole on desktops?

Yes and no. It mounts to the desk surface using a C-Clamp Mechanism. You can certainly put it over the cord hole in the desk, but It'll block it. Best idea is to mount it NEAR the cord hole so you can use that for it's intended purpose.

How does this attach to the workstation?

It doesn't. You mount your monitor's to it, place the keyboard and mouse on the tray, then connect everything to your PCI via cables (or bluetooth or wireless if that's supported) as normal. The Computer can be placed on or under the desk or anywhere else the cords can reach. You can always get some extension cables if you need too.
