probably yes, here's why! most laptops that support ddr3 will accept any speed ddr3 and it will downclock automatically generally
the problem being you need to first learn how to install them, which is fairly easy....just unscrew a part on the bottom most of the time....hp makes it pretty easy...however you may not see much improvement....support for 16gb? depends..

Your macbook is not going to support 1866. There are few computer, all gaming laptops that support 1866. Just stick with a low cas 1600. Actually if I can recall macbooks only support 1333

I just realize their similar named, similar looking 1x8G and 2x8G sticks are different; DDR3 vs DDR3 L.

Is this the reason for not booting? Will the other 8Gx2 linked item work?

When choosing memory its always best to look at the recommended memory specs and brand if available.   DDR3 and DDR3L operate at different voltages. So it is very likely that this would be an issue and cause the system not to boot up.
According to the spec it can only be upgraded to 8G so-- 2x4G DDR3L memory sticks.

Based on Alienware Alpha documentation, yes. You can max out with 16GB of ram and this is the required 204-Pin DDR3 Laptop memory required to seat in the slot on the motherboard. Only difference is max frequency which is not an issue. It will go as high as the motherboard will allow. Your current module is 1600, but that doesn't mean it can't utilize the 1866. It's Dell, so their cheap and probably didn't want to spend the extra dollar for higher frequency RAM.

Yes, it will work. I have used this exact RAM for three computers. Dell 24" AIO, HP 24" AIO Beats Edition and my MSI GT702PC Dominator. My AIO computers came with 1600 or slower and upgraded to these without issue. I ran a test and they run at the full 1866 speed.  Also, the latency on these are great. All 8 sticks have been running without issue, no bad memory or failures. Definitely recommend.
