Depends on what youre looking to spend.
If the cpu is holding you back and you dont want a new motherboard, you can get a ryzen 7 5800xt for around $140 on amazon rn or $150 + a free ssd here on newegg, and add a cheaper cooler like a coolermaster 212 or Thermalright peerless, and that would be pretty substantial upgrade. If you want to upgrade the cpu and motherboard in the future to am5, coolers now usually come with mounting brackets for both and new amd cpus can still run fine with the cooling these coolers provide.
That, or upgrade the motherboard with a 9000 series amd cpu, but that means new ram, new cpu, new motherboard, and a new cpu cooler still.
For a gpu, that 1070 is probably the bigger thing holding you back, a cheap(-ish) upgrade if you don’t mind used parts is a used 3070/3080. If youre going new, I would recommend the 9060xt 16gb, 5070 or 9070 non xt with that power supply and sticking under like 700 dollars for the gpu. Just depends what you want to spend. Whats your budget, roughly?

I think this is the last CPU offered for an AM 4 set up. if you’re board will accept it.
I’ve only spend 500 because I built the PC myself and alr had the GPU so I think I’m okay spending another 5-600
If the budget is 500, I would say a 5800xt is the best option for price. You can get a 5800x3d like the other commenter mentioned, but the price is very high compared to the lower options. You could also get a 5700x3d for better performance but either way youll need to get a slightly better cpu cooler.
For the GPU, 16GB 9060XT all the way.
~$140-160 for 5800xt
~$370 for the 9060XT16GB the other commenter mentioned

I’m going to assume the need is for a Gaming PC, Since you posted a Nvidia 1070, I’d look to upgrade that. Honestly, what @Viraco posted is perfect. AM4 is still a decent motherboard.
The RX 9060 XT is like the most inexpensive gpu you should get that is the most modern. You could make the argument to try like a RTX 3060, but ONLY if it’s cheaper by a significant margin (which it won’t be)
u could try to lower the 5800X3D to another CPU, but u won’t see a meaningful upgrade as much anymore so… I’d honestly go w/ @Viraco 's upgrade paths

You don’t need to ask for his specs, a trained eye can tell that’s a PRO B550M-VC WIFI Paired with AMD Wraith Stealth cooler that only comes with 5500/5600(x)/5700(G);
RAM we are looking the common G.skill Ripjaws 2x8GB 3200mhz or 2x16GB but… Looking at the Lazy Cable management and Segotep low end PSU he must have 16gigs.
he clearly has a NMVe drive as the left Screw has Scratch marks, must be a 1TB 3rd gen from WD or Kingspec…
He is asking what should he Upgrade ON HIS BUILD, meaning he is not satisfied with his FPS performance;
his NASA GTX 1070 GPU runs between 15-30% slower than a common 8gb 2060 Super.
COMCLUTION: he must be asked if he plays at 1440p or 1080p and if he is willing to UPDATE both CPU and GPU?
otherwise he must sell that potato GPU and guy a used 5700 XT on EBAY for $169.69
