It seems by the pic that they used an ITX motherboard in a ATX case to make room for the custom loop. They might be exhausting out the side of the case that is not in veiw in this shot and are using the lower fans as the intake. Making it possible to block off the rear vents and adding the graphics. what you see here wasn’t done by a beginner even front face of the case has been modified. normally it doesn’t have a window/pump & reservoir in the front.A good amount of time and planning has gone into this build before any of the pipes were cut.

The fans at the top are pushing air out of the right side of the case I believe. So the stickers on the back don’t affect it’s performance.

This is a picture of a fairly heavily modified Inwin 303C with a front-mounted EK distribution block, the builder has cut a large hole in the front of the case to make the distribution block visible through the front, and used carbon-fiber styled vinyl to cover up the area surrounding it. (Genius idea, really - the vinyl will cover up any unsightly gashes from the hack job…)

That said this is plenty of cooling. Three bottom intakes and three top exhausts. Those three fans at the top are pushing air into the PSU shroud area; the PSU sits vertically behind those fans. With all custom loop work, I wouldn’t worry about this.

For your own PC putting stickers over ventilation holes isn’t recommended unless you’ve thermally tested it in a worst-case scenario. You’d want to make sure there’s plenty of ventilation - like in the case of the PC you posted, having 3 intakes and 3 exhaust means that plenty of airflow will move through. In a different setup with less ventilation, covering the vents is a bad idea!

That’s a great point ArsenalPC makes. I would very much hesitate before filling a ventilation hole with a sticker. Having heat affect the PC over a long period of time could cause major issues with your computer.
