Are the wires black too, or just the outside sleeving and heat shrink?

Hi. The ones I actually received had white heads on each end, with the woven self-expanding wrap covering the wires, and that, heat-shrinked on each end. The wires themselves are blue/green/yellow/black on the sets that I received. Hope that helps.

Can these be used to convert a 3-pin DC fan to a PWM connection?

Yes, but with just 3 pins you won't get fan speed control by the mobo utilities or fan speed data back to the mobo.
