Does it come with the 2.5" to 3.5" adapter for installing in a desktop?

No, it does not. I just "velcroed" it to one of the sides of the disk cage in my desktop cage. It weighs almost nothing.

can this model fit Dell Latitudes?

Physically, yes. Will the Latitude motherboard recognize it? That should be your question. I work with some Latitudes that came with SSDs in them. However, historically Dell has been terrible about allowing customers to swap components outside of their order-through-Dell proprietary (higher) pricing.
