Can anyone tell me if this CPU comes with it's own heat sink and fan? If not, what would you recommend? Thanks in advance....

It does not. I would recommend the Noctua NH-D15, just make sure it can fit in your case! That's what I got and it works great--I personally adjusted the fan curves on it because this CPU normally runs hot, and the default fan curves are usually calibrated for older CPUs which ran much cooler. This CPU is basically designed to run as hot as it can in order to maximize performance. You might also consider going the water cooling route. Though I've never done that, my understanding is that water cooling is generally quieter because the heat is distributed across an even larger surface area with more fans. If you're using it primarily for gaming purposes, I also recommend checking out the 7950X3D. It's not as strong in terms of multi-core workloads, but it results in better performance for gaming.

Will this CPU function significantly better with a delid?

There is a youtuber by the name of der8auer who did this and it is insane that it ran about 20 degrees cooler. Even under load with Cinebench, it didn't even get close to the 95 degrees it normally would. If i wasn't afraid of damaging the CPU, I would definitely do this.
