Hi! I was wondering if you can actually turn the computer off and on with this remotely, even when someone has done a "Shut down" in Windows, like you can with Supermicro IPMI 2.0 motherboard management? Seems Asus has very sparse information regarding this, so it would be nice to be sure.

Yes you can. Beware however that the remote KVM is very fickle and doesn't really work with any modern (JRE 7 or 8) version of Java. Asus support claims that newer Java support is coming via new firmware, but JRE 6 has been deprecated for a long time now (maybe even a year or more?) and they still haven't done anything to fix it. If you haven't already purchased the motherboard I would recommend finding another solution.
