confirmed. thermal paste is applied, however I would recommend a bit better application than stock amd. e.g, oil change after you pick up your new car straight off the dealership lot.

Is this a significant upgrade from the regular Ryzen 7 2700X?

This is no different than the Regular 2700x. Its just autographed and has AMD50 printed on the IHS. If all you want is a 2700x then you should get the normal version.

is it true that these chips have not been binned? and if no, why not?

From reviews around the web such as by GamersNexu; no these are not binned chips by any means, simply collectors edition more or less. If you could care less about Lisa Su's Signature, and the free t-shirt, then I strongly suggest the standard 2700x for sometimes a lot cheaper.

When I saw the product description at 4/29 Monday 9AM EST, a sentence similar to "Buyers of the product will be entered into a free prize draw to win an AMD Matisse processor, coming out later this year." was present. Anandtech found it and mentioned it in its AMD 50 introduction article. At 4/30 Tuesday 3AM EST, the sentence has been just removed from this product page and the comment in Anandtech webpage has been striked-out (cancelled by center line). What is Newegg doing?
