What is difference between this model 100-100000063WOZ and the other model 100-100000063WOF?

I think it's the Locked/Unlocked... Kinda like the 'Black Edition' (BE)'s used to overclockable but non-BE were not. More wiggle room with clocks/voltage with the 'Unlocked' 'Z' variant vs. the more strict 'F' variant. Just my guess.
