will this work with a Samsung 960 evo?

This adapter is for SATAIII M.2 so if the evo is SATAIII based.  If it is NVMe it is a different connector and will not work.  My Evo is NVMe based so it would not work.

Question 2

I am comfortable cloning a SATA3 SSD to another via a USB-to-SATA3 adapter as a backup. But I'm interested in moving up to NVME PCI-e SSD's.  Would this allow me to clone the NVME PCIe SSD via this USB adapter, and would that work if something happened to the NVME PCI-e drive, that I could switch this clone back in and it would work? (or would it boot from the USB adapter directly?).

Interesting question.  As best I understand it, the short answer is:  NO.  I believe that in order to access a NVMe drive, you either must have an onboard M.2 connector slot, OR, a PCIe adapter which allows a NVMe type SSD to communicate through a slot on the motherboard.  There are a number of reliable NVMe adapters that plug into a slot on the motherboard that will perform this function, but I'm not aware of one that will work using a USB connection.  Best regards.

Does this work with M key sad? Or know of one that does. I cannot find anything but a pic express card for desktops for the life of me. I need an enclosure or board without the enclosure anything to plug my Samsung pcie nvme ssd that came in my laptop. But it's M key not the slow B or B+M garbage

The answer is embedded in your question.  The SSD device you are seeking to use appears to be a PCIe M.2 drive.  Therefore, you need to access the PCIe in the PC you are intending on using.  The only devices of that kind (that I know of) are either already embedded as part of the motherboard, OR, utilize an adapter card that plugs into one of the PCIe slots on the motherboard (the same type that you plug a video card into).  Several manufacturers produce a good PCIe slot card that will accept a NVMe M.2 device.  Enjoy.
