Please, Could you tell me if this one implements RAID on a Mac Pro 4,1 and is bootable a SATA III?

This board will boot up in my 64 bit i5 rig as long as it is the only Sata RAID in the mix.
As soon as I turned on either of my onboard RAIDs on, this thing locked up the POST every time.
I agree it's cheap & would not trust it for my OS SSDs or even as my sole RAID BUT, it has its place as a secondary data mirror controller for me.
I say stick w/onboard whatever for booting if possible, Less path for issues.

So if I it this in a x16 PCIE 1.0 slot, what would my bandwidth at my SSD be? Would this be worth it? Maybe I will raid eventually but I honestly haven't the faintest idea about how to do that. Is this compatible with mac? Is it bootable for mac or windows? Sorry for all the questions and thank you!

The Marvell chipset used in this card only uses 2 PCIe lanes. The theoretical maximum transfer rate is 500MB/s in a version 1.0 PCIe slot and 1GB/s in a version 2.0 PCIe slot. Even if you put it in a 16 lane slot, the card will only use 2 lanes. So your best transfer rate possible is 500MB/s in a version 1.0 slot. In reality, expect a little less.

For Operating System supported, I do not see the Windows 10 Pro on the list. Will this device runs on Windows 10 Pro?

I'm running Win 10 Pro 64 bit and the card works fine with it.

Would I be able to use the eSATA ports for JBOD and the internal SATA ports for RAID 1 at the same time? Or is it either or?

The two eSATA ports are labeled Port1 & Port2 while the internal SATA ports are labeled Port3 & Port4. You should be able to use all 4 at the same time.
