A practical rule falls out of that: up to roughly 150 to 200W, good air is fine. Around 200 to 250W, a 240 or 280mm AIO starts pulling ahead by several degrees. Above 250W sustained, a 360mm AIO is the comfortable answer — or one of the very few air coolers built for it.
The X3D Exception Worth Knowing
AMD’s X3D gaming chips draw far less than Intel’s flagships. Tom’s Hardware measured a Core Ultra 9 285K at 325W in Prime95 AVX and 287W in y-cruncher, against 171W and 176W for a Ryzen 7 9800X3D — roughly 90% more power for Intel in the heaviest test. That is why the same publication recommends a mid-range air cooler for the 9800X3D and a high-end air cooler or a 240mm-plus AIO for the 285K.
One nuance to keep honest: X3D chips run at lower package power but the cache die sits above the compute die, so they reach their thermal limit at fewer watts. The correct takeaway is “you need less cooler,” not “temperatures do not matter.” And the 16-core 9950X3D behaves like a high-power Intel part at around 276W, so it wants a 360.
If You Are Building on a Budget
The Cooler Master Hyper 212 Black remains the default answer for a mainstream 65W to 105W chip: a 152mm single tower with four copper heat pipes and a 120mm PWM fan rated at 32.8 dB(A), supporting AM5, AM4, LGA1851 and LGA1700. It is not going to tame a 250W processor, and it does not need to.
If You Want the Best Air Cooler Available

The Numbers That Actually Decide It
Radiator size scales, then stops. Going from 280 to 360 is a genuine step — Gamers Nexus measured about 3 degrees at the same noise level. Going from 360 to 420 is largely not. Radiator thickness, fan quality and pump behavior matter as much as length, which is why one well-built 240 can beat a thin 360.
Fan curve beats cooler choice. This is the most useful practical finding in cooler testing. On the Dark Rock Pro 6, moving from 600 to 1,200 RPM bought 14 degrees; moving from 1,200 RPM to maximum bought half a degree for roughly 14 more dBA. Set a sane curve and you get most of the performance at a fraction of the noise.
Manufacturer dB(A) figures are lab numbers. Noctua measures at one metre in an anechoic chamber and says plainly that such values are only moderately suitable for real PCs, since mounting and enclosure add noise the measurement cannot capture. Compare within a brand, not across brands.
Thermal paste method barely matters. Gamers Nexus tested a big blob, a thin spread, a pea dot and deliberate over-application and found all results within about half a degree of the median. Cover the heat spreader and move on.
