The title/product name says its 2.9GHz. can someone clarify this? Maybe a typo because if i googled BX8070110400 its says 4.3GHz.

4.3 is the Turbo speed. 2.9 is the base speed.

It's included the Intel's heatsink and fan cooler.

is this compatible with an LGA1151 motherboard?

No, it's not. You have to get a motherboard with the socket LGA1200.

Is this mislabeled? Shouldn't the Intel Core i5-10400K be out?

From what I read on Intel's website, the i5 10600k is the only i5 k model. At least, for now.
