An Intel CPU with a K at the end is multiplier unlocked. It means that you can change the multiplier settings but only if you have a motherboard that allows you to do it in the BIOS.

Using a GA-P67A-D3-B3 gigabyte motherboard requiring a LGA1155 socket.  Is this processor OK to use with this motherboard?

The specs seem fine.  As, Kenichi M suggested, checking the website is a good idea.  You may find that the mohterboard requires a BIOS upgrade before it will work properly.

it depends on your motherboard. if you just use your computer for the normal thing, you don't have to overclock the cpu. you never use it in the full performance.

if you use you computer for some complex calculation or processing of data (such as Matlab, Auto CAD.), i suggest you change your memory and buy a SSD.

In this day , i think the performance of cpu is overplus. people never have a time to let it works "High and hard".

Does this CPU support Blu ray reading and writing?

The CPU isn't really involved in reading/writing via optical drives. Any CPU will work as long as your optical drive supports blu ray.

According to Dell, the "OXR1GT" motherboard, in the 'Inspiron 660', is an LGA1155 socket, so physical compatibility is there; but motherboards frequently need BIOS updates to support newer CPUs. It'll fit, and nothing will catch fire; but I'm afraid I can't say whether Dell updated what they needed to to make it work properly.

If you do try; be sure to flash the absolute newest BIOS you can get before swapping CPUs.

really really good and worth the money and you can save like 30-50 bucks by just getting the 3570 and not the 3570k. The only difference is the integrated graphics and if you have a dedicated card isnt necessary

Socket to socket. Check you CPU windows System Info that will tell you CPU and then check on Intel site. That's what I do telling me latitude 5480 might have come with CPU options.
