Is the Cooler included with this?

It's a K model & is meant for overclocking which requires voltage increases & requires some knowledge. Intel is not going to give you a stock cooler so you can fry you're CPU. Cooling appropriately is on you. This should be understood if you are going to overclock.

Does it have Thermal Velocity Boost?

Yes, the i9-10850K has Thermal Velocity Boost up to 5.2GHz when operating under 70 °C.  See Newegg's "Manufacturer Product Page" link under "Warranty & Returns" for the processor's full specs.

Question 3

The newegg  specs lists the  i9-10850k as  supporting DDR4 2933 RAM. Does this mean if I  purchase this, I wouldn't be able to leverage higher RAM speeds such as 3200 MHz?

As long as you have a 10th gen z board. (z490). You can buy pre overclocked ram & as stated just enable XMP in your bios. Googles your friend !
