If you are just doing gaming, a high-end air cooler will be sufficient, e.g. the Noctua NH-D15 (if it fits in your case, check your case's manufacturer specs for cooler clearance). For non-gaming tasks that hit 100% CPU for long periods of time, e.g. Blender, Premiere, etc. then an air cooler is not a good idea for the 13900K, you need a 280mm or 360mm all-in-one liquid cooler such as the top-rated Arctic Liquid Freezer II series.
