It does, but I really think you'd be better off purchasing a better cooler than the included one. This CPU is power hungry and runs quite hot.

I'm running a Noctua NH-U12A with mine, coupled with a Thermalright contact frame. It does pretty well, but I still have to limit CPU power to get temps under control (in my case, my motherboard by default wouldn't limit the 13900's power consumption until it reached 100 C--too hot--so I had to set limits myself in the bios).
