Is there a way to downclock this to say 2.5 ghz to lower the tdp?

You can set the frequency lower and potentially limit the wattage, but this thing is power hungry and runs quite hot. You'd be better off getting a lower powered Processor instead of trying to downclock this one. I personally limit the maximum time it can go over TDP to 1 second (down from 20) so it rarely uses more than 64 watts @4.6ghz

What is the max 8-core clock frequency during turbo boost?

Hello,

This is not something that can be provided since turbo clocks are your best case scenario if your CPU can handle that clock speed under ideal conditions.  This would mean that you would have to test the CPU yourself under your conditions to determine what that turbo clock might be, you should also take "silicon lottery" into consideration as your specific unit might not be able to reach the same clock speed as someone else's unit (of the same CPU), even if operating within the same conditions.

You can check online to see other people's results so you can see what to realistically expect should you decide to get this CPU, hope this helps!

Will the stock cooler be enough to cool the processor in intense cpu loads without thermal throttling? I don't want to have to buy a separate cooler.
