Is this compatible with my AsRock b365m pro4?

Yes, but it probably wouldn't be a good idea, because the B365m chipsets are not for overclocking, and the main specialty of the 9900k, is overclocking.

It says no cooler device included.. does this mean "extra cooling components such as water cooling?".  It's been a while since I've installed a CPU so I need to know if I need to buy a separate heat sink or thermal paste?

yes you need to buy a heatsink/paste. there is no cooling solution in the box...just the CPU

I cannot view my Revit 3D file.  The software (Revit) says the requirements are  DirectX® 11 capable graphics card with Shader Model 5 and a minimum of 4GB of video memory

Buy a GPU. Your machine is running your CPU's integrated Graphics, which only supports DirectX 12.

Doubt this i9 will work since it requires a 300 series motherboard.

The Gigabyte web page says "Support for 7th and 6th generation Intel® Core™ i7 processors/ Intel® Core™ i5 processors/Intel® Core™ i3 processors/ Intel® Pentium® processors/Intel® Celeron® processors in the LGA1151 package." and this is a 9th generation Intel processor.

The CPU supported list for this motherboard specifies KabyLake and SkyLake processors while this is a more recent CoffeeLake processor.

Yes, it will work with 300 series, socket 1151 motherboards.  You'll probably want a liquid cooler to go with it however, because the processor runs a bit on the hot side without proper cooling.
