Can I upload windows with this?

You should be able to install Windows with this external burner.  I haven't tried.  To make the computer boot from this device make sure it's plugged into the computer before you turn the computer on.  Then either change the boot order from the boot menu or in BIOS to boot from the external burner.  You'll have to hit the right key as the computer starts (F12 will get you into the boot menu on a Gateway).  I use the burner with my linux laptop and have had no problems.

Yes. In general, if a writer can burn a CD or DVD it can also read them.

The external DVD drive works well with Windows 10 on a HP Envy laptop computer.  If you want to boot from the drive, the boot order in the BIOS has to be changed.  It also burns DVD's well.

will this burner burn video from a DVR?

No, the drive has no  on/off, stop/go, record/stop buttons - the software on your machine makes that direction. I copy from the DVR to a Toshiba dvd player/recorder to put video on a dvd. Then I use the LG as the machine's dvd and into what software I deem appropriate for the job at hand.
