Question 1

Does the Hub itself blast out IR signals, or is that job specifically on the Mini Blaster? My TV doesn't always catch the IR input because it's partially obscured by my Sound Bar, so I want to know ahead of time if I need to buy a second IR Blaster to put on top of my TV stand. Thanks.

The Hub does blast out the IR signals, so if your devices are within view of the hub then you're set.

I don't have a Mini Blaster in my setup and everything works well.

Question 2

Will this work with apple 4s?

I have the app installed on my 4S and it works just fine.  I prefer the physical remote that ships with it, though, as it is essentially an RF remote as long as the receiver is pointed at the components, per the instructions.  But, if you are looking for TV icons and more of the customizable stuff, the iPhone app looks great.

will this work with Android Tablets?

Jimmy, if you mean the harmony app that works through the smart hub to control your devices, yes I believe you should have no problem installing and controlling from an android tablet. I have an android phone (HTC ONE) and the application is available through Google play store for free, so it should work on any android device that has access to Google play.  On PC you could probably use Bluestacks as well but I haven't tried that yet. However, the kindle fire has it's own store so not sure about that one. Honestly I use it mostly with the provided remote, but I did go through the Harmony app and used it successfully.  The app is required for syncing with bluetooth devices such as Playstation 3 and Wii which I have both.  Once you get that synced it's just simpler to use the provided remote. 
The Harmony app worked well but they split up the functions across several pages and it doesn't appear to be any way to customize that other than setting up your channel favorites but they grouped the most common functions together so it works well.  Since the included remote is RF it's really a joy to use since you won't need line of site.  It's nice and simple for my family to use, they have been complaining for years my setup was too complex and this remote does the trick.  I actually bought two, one for each living room.  The flexibility to configure the remote is outstanding.  I was a little confused at first how to disable off command for my media center but eventually found it under the individual device configuration.  So out of two living rooms, I configured 9 devices. I only have one issue right now, my old LG DVD won't switch to optical input for me even after doing the learn function from the original remote, I'm still trying things but that is the only problem I've had.  For Windows Media Center if you're using that for your DVR, I had to re-program a lot of the buttons for skip forward and backward and access to the menu but it works great once customized.

Question 4

Scenario: I have two TV's, two cable boxes, two DVD/Blue Ray Players, etc.. Effectively 2x of all components.. Can two of these systems live in the same home and not interfere with eachother? Would both remotes try to control all devices, or are those determined by the Bluetooth pairing? If using the Smartphone App, can you select between both systems easily on the phone?

I have two of these units in my house, one in my living room and one in my bedroom. Each remote is paired to its Hub, eliminating any "cross talk." You would only get cross talk if you had the components (eg both TVs) within IR sight of a single Hub.

The UI has been greatly improved from old Logitech Harmony remotes. Setup is easy and can be done either from your computer or your smart phone.

In my experience, it seems as though the phone "senses" your distance to all your Hubs connected to your Wi-Fi and automatically connects to the one that's the closest. If that's not the one that you want to control, it takes only 2 taps to get to the correct screen where you can select from any of the Hubs on your Network.

Do you have to be within Bluetooth or WiFi range for it to work or can you control it from across the world?

You have to be on the same wifi signal as the remote. Same goes for programming it from the laptop.

Can I control it from anywhere (i.e. across town State or country) With ios?

No, it's a remote that needs line of sight like most standard remote controls.
