Do i need an IR repeater for this unit?????

It would depend on how you are going to use it. The small flat box that comes with it which should go next to your TV / equipment has two IR blasters with it. that can emit the needed IR even in a closed cabinet. If you have equipment on more than 2 shelves then you need something more.

Does this allow me to remotely turn on a PC?

No, it does not control a PC in any way. You can however install a PS3 blueray remote emulation program on your PC which will allow you to trick the harmony into thinking your computer is a PS3 allowing you to control SOME functions, however it's rather limited (video/audio playback controls, etc.) but you can't actually turn the PC on with it.
