Question 1

Will this unit or one similar work with a Dish signal as input?
I realize a memory stick or hard drive will be required. 
I want to record Dish programs and not pay a  monthly fee.

It will work with Dish but you shouldn't need this.  Your dish converter will translate it for your TV.  This is a converter not a DVR.  This thing will not record and has no USB input.  Also do not buy this.  It died in under 1 year.

Does it come with a remote?

Yes. But don't buy this, because if you want to return it, Newegg refuses to accept this return. You can't get a refund. Buyer beware.

Question 3

Light on box only stays green for a few seconds and goes back to red when power button is pressed on remote.  Bought it in December but still cannot use it.  What do I do to make it stay green?

So from what I am understanding you are pushing the button on the box and getting the green light then pushing the standby button on the remote and getting the red light. If this is correct what you are doing is turning it on via the box and then turning it off via the remote. The only button you need to push is the one on the box. Once the green light is on you will get the logo on your tv for a couple of seconds and then you should be watching tv. The only buttons I ever touch on the remote are the channel up and down. I always turn the box on and off via the button on the box. But if you are comfortable leaving it on full time you can then use the standby button on the remote when done watching tv. But not both. I hope that helps you.

Does it hold the channels scanned after a power failure? Look for
a replace for a Magnavox box that looses program info after a power failure. Thanks in advance

Yes. Once scanned, on top of that, there is skip, favorite, delete options to make your channels more easily accessible, which is great.

Is the output connecter (to the tv) AV or COAX?? I'm looking for and AV output!!

You have RF in which is Coax, RF Out which is Coax, then you have AV with cables of the Yellow, White and Red
